Title:                     Human Resources & Administration Manager

Location:              The Mary Sumner House, Westminster

Hours:                  35 hours per week

Accountable to:    Head of Finance and Central Services Unit

Job Purpose:

To ensure that the work of the Society is facilitated by effective management of human resources, and the smooth operation of its legal, pensions, and insurance related administrative tasks.

Job Objectives:

1.    To ensure that the Society develops and maintains an approach to human resources management and administration, including pensions, that is consistent with the core values of the organisation and is effective and efficient.

2.    To provide advice and information for the Society, members and dioceses on a wide range of personnel, administrative and legal (including quasi-legal) matters.

3.    To act as Company Secretary for the MU enterprises Ltd., and secretary to the Finance and Central Services Unit Committee, and World Wide Council.

4.    To advise on insurance matters and ensure appropriate cover is maintained for the Society, and to act as the Society’s principal contact in respect of the Data Protection Act.

Main Responsibilities:
1.    To undertake personnel administration including the preparation of job descriptions, recruitment administration (including some interviewing), drafting of employment contracts, updating the Staff Handbook, etc for the Society.

2.    To maintain central records of employee information.

3.    To provide information and advice on the application of employment law and ensure the Society’s compliance.

4.    To maintain contact with the Church of England Pensions Board, administer routine pension arrangements and provide general advice on pensions.

5.    To ensure compliance with the Data Protection Act, advise on its implications for the work of the Society and maintain routine contact with the Data Protection Agency.

6.    To advise on insurance matters and obtain and maintain appropriate insurance cover.

7.    To provide information and practical advice for dioceses and individual members on a wide range of administrative, legal (and quasi-legal) and personnel matters.

8.    To manage the training and development needs of the organisation, specifically:

Members:    In conjunction with the Administrative Assistant (Training), advising on relevant training, checking applications, arranging for payment to be sent to Provincial President, monitoring UK and Ireland Provincial training budgets.
Staff:    Carrying out training needs analysis of each Unit, discussing training needs with Unit Head and relevant staff member, arranging appropriate training, monitoring and evaluating training events. Updating and reviewing internal training resources, encouraging a culture of life long learning.
  9.    To provide general employee advice and pastoral care.

10.    To act as secretary of the Finance & Central Services Unit Committee and World Wide Council.

11.    To act as Company Secretary for MU Enterprises Ltd; Minute taking for Board of MU Enterprises Ltd.

12.    To undertake special administrative projects for the Chief Executive as required.

Person Specification

Qualifications and Experience:

(A) Essential

Graduate level or equivalent.

A recognised personnel management qualification.

Around three to five years of relevant experience in a substantial number of the main responsibilities.

Effective interpersonal, communication and presentation skills.

Computer literate.

(B) Desirable

Experience of working with volunteers, and the voluntary sector.

Familiar with IT spreadsheets and databases.
